As I wrote earlier this morning, the total cost of the budget is $3.8 trillion, which is an approximately $250 billion increase over last year’s budget, but also an almost 50% decrease in the rate of spending growth last year’s budget contained. &lt;br /&gt;The budget proposal, as we all know, calls for a three-year non-security discretionary spending freeze, which is estimated to save the government $250 billion over three years. The biggest increase in the budget is for funding for the ongoing wars, including Obama’s new Afghanistan-Pakistan strategy. type='text'>Is Abortion in the Health Care Bill?</title><content type='html'>The Senate is in a big debate over this subject on capital hill right now.  I think if the bill passed today there would be some provisions to allow some federal funding to abortion.&lt;br /&gt;&lt;br /&gt;There are a number of democratic senators that are not going to support the bill unless some kind of changes are made.  They are demanding that insurers covering abortion will not be able to insure women that receive federal funding.&lt;br /&gt;&lt;br /&gt;I could also see that most of the Republican senators will not be backing this portion of the bill, and if some democrats are not backing, I just don't see this portion of the bill making it and it may be removed&lt;br /&gt;&lt;br /&gt;Do you think abortion in the bill is right or wrong? Although I have seen a lot of these in the current bill, I cannot verify all of them, I will try to do a search and let you know if I cant find some of the protections actually in the bill.&amp;nbsp; Beware that this is from &lt;a href="http://whitehouse.gov/"&gt;Whitehouse.gov&lt;/a&gt; and could be propaganda. I wouldnt expect them to post anything that is not in the bill.&amp;nbsp; I just wanted to raise a flag.&lt;br /&gt;&lt;br /&gt;The thing that raises my eyebrows, they will come at a cost.&amp;nbsp; For example:&lt;br /&gt;&lt;ul&gt;&lt;li&gt;No Dropping of Coverage for Seriously Ill&lt;/li&gt;&lt;/ul&gt;&amp;nbsp;If the Government protects the insurance purchaser from being dropped if they get seriously ill, that will raise the risk for the company issuing the insurance.&amp;nbsp; Now I agree that it is not ethical for an insurance company to drop a customer if they get seriously ill.&amp;nbsp; But what it will do is raise the risk factor of doing business for these insurance companies, which in turn raise insurance premiums.&amp;nbsp; But maybe this insurance marketplace they will set will combat some of these factors.&lt;br /&gt;&lt;br /&gt;&lt;i&gt;&lt;b&gt;Health Insurance Consumer Protections&lt;/b&gt;&lt;/i&gt;&lt;br /&gt;&lt;ul class="rights"&gt;&lt;li class="headline"&gt;&lt;i&gt;No Discrimination for Pre-Existing Conditions&lt;br /&gt;&lt;br /&gt;&lt;/i&gt;  &lt;/li&gt;&lt;li class="details"&gt;&lt;i&gt;Insurance companies will be prohibited from refusing you coverage because of your medical history.&lt;br /&gt;&lt;br /&gt;&lt;/i&gt;  &lt;/li&gt;&lt;li class="headline"&gt;&lt;i&gt;No Exorbitant Out-of-Pocket Expenses, Deductibles or Co-Pays&lt;br /&gt;&lt;br /&gt;&lt;/i&gt;  &lt;/li&gt;&lt;li class="details"&gt;&lt;i&gt;Insurance companies will have to abide by yearly caps on how much they can charge for &lt;br /&gt;out-of-pocket expenses.&lt;br /&gt;&lt;br /&gt;&lt;/i&gt;  &lt;/li&gt;&lt;li class="headline"&gt;&lt;i&gt;No Cost-Sharing for Preventive Care&lt;br /&gt;&lt;br /&gt;&lt;/i&gt;  &lt;/li&gt;&lt;li class="details"&gt;&lt;i&gt;Insurance companies must fully cover, without charge, regular checkups and tests that help you prevent illness, such as mammograms or eye and foot exams for diabetics.&lt;br /&gt;&lt;br /&gt;&lt;/i&gt;  &lt;/li&gt;&lt;li class="headline"&gt;&lt;i&gt;No Dropping of Coverage for Seriously Ill&lt;br /&gt;&lt;br /&gt;&lt;/i&gt;  &lt;/li&gt;&lt;li class="details"&gt;&lt;i&gt;Insurance companies will be prohibited from dropping or watering down insurance coverage for those who become seriously ill.&lt;br /&gt;&lt;br /&gt;&lt;/i&gt;  &lt;/li&gt;&lt;li class="headline"&gt;&lt;i&gt;No Gender Discrimination&lt;br /&gt;&lt;br /&gt;&lt;/i&gt;  &lt;/li&gt;&lt;li class="details"&gt;&lt;i&gt;Insurance companies will be prohibited from charging you more because of your gender.&lt;br /&gt;&lt;br /&gt;&lt;/i&gt;  &lt;/li&gt;&lt;li class="headline"&gt;&lt;i&gt;No Annual or Lifetime Caps on Coverage&lt;br /&gt;&lt;br /&gt;&lt;/i&gt;  &lt;/li&gt;&lt;li class="details"&gt;&lt;i&gt;Insurance companies will be prevented from placing annual or lifetime caps on the coverage you receive.&lt;br /&gt;&lt;br /&gt;&lt;/i&gt;  &lt;/li&gt;&lt;li class="headline"&gt;&lt;i&gt;Extended Coverage for Young Adults&lt;br /&gt;&lt;br /&gt;&lt;/i&gt;  &lt;/li&gt;&lt;li class="details"&gt;&lt;i&gt;Children would continue to be eligible for family coverage through the age of 26.&lt;br /&gt;&lt;br /&gt;&lt;/i&gt;  &lt;/li&gt;&lt;li class="headline"&gt;&lt;i&gt;Guaranteed Insurance Renewal&lt;br /&gt;&lt;br /&gt;&lt;/i&gt;  &lt;/li&gt;&lt;li class="details"&gt;&lt;i&gt;Insurance companies will be required to renew any policy as long as the policyholder pays their premium in full. This bill is actually easy to navigate if you have a little computer knowledge and can search through the document. It’s in pdf format, which makes searching very easy. Click &lt;a href="http://saulbgroen.nl/search.htm"&gt;here&lt;/a&gt; for instructions.&lt;br /&gt;&lt;br /&gt;On the flip side, the bill is not easy to read. It references other bills and subsections of other bills,acts and U.S. code. So deciphering the content is quite difficult.&lt;br /&gt;&lt;br /&gt;Let’s move back to the goods. Ok, so this was the first thing that jumped out at me when I started through the table of contents of this bill. Section 103: Rescission Abuse, which I think rescission, means to make something void. So if we add the following exert of section 103, seen below.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-size:85%;"&gt;&lt;span style="font-style: italic;"&gt;Sec. 103. Ending health insurance rescission abuse. &lt;/span&gt;&lt;br /&gt;&lt;span style="font-style: italic;"&gt;RESCISSION.—A health insurance issuer may rescind individual health insurance coverage only upon clear and convincing evidence of fraud described in subsection (b)(2) &lt;/span&gt;&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;We can come to a conclusion that it may protect the consumer (The American People) from their insurance being dropped. The only way they can drop the consumer is if he/she commits some sort of fraud described in section (b) (2). So here is where things get screwy. Section (b) (2) is this:&lt;br /&gt;&lt;br /&gt;&lt;span style="font-style: italic;"&gt;Section 2742 of such Act (Section &lt;/span&gt;&lt;br /&gt;&lt;span style="font-style: italic;"&gt;16 2742 of such Act (42 U.S.C. 300gg–42)) Guaranteed renewability of individual health insurance coverage. &lt;/span&gt;&lt;br /&gt;&lt;br /&gt;This is some type of U.S. code, which is way beyond my understanding of law.&lt;br /&gt;&lt;br /&gt;In short it looks as if this section of the Bill is going to protect the American people from being dropped just because they have become a risk for the insurance issuer.
